The Short Answer for Adults
Adults pass the written test, then the road test, then take the passing result to a Tag Agency. If you are 18 or older, no driver education course is required.
These rules are set by Service Oklahoma and can change, so confirm them before you go.
Steps for Adults and Newcomers

Written test
Pass the knowledge test on Oklahoma traffic law and signs.

Practice
If you are new to driving, take lessons until you are comfortable in traffic and on highways.

Road test
Pass the driving test. You can take it at a state-approved driving school such as ProDrive Academy.

License
Take your passing result to a Tag Agency. You can go on your own.
Road Test Rules at 18 and Over
To take the road test you must have held a learner permit for at least 30 days. If you have no permit, bring proof that you passed the written test.
If Your License Is From Another Country
If you hold a license from another country, you will normally still need to pass the Oklahoma written and road tests.

Documents to Bring
Service Oklahoma asks for proof of identity, your Social Security number and proof of Oklahoma residency. Check its current document list before your visit.
